CHINA'S TROUBLES
CABINET RECONSTRUCTION OBSTRUCTED. PEKIN AFRAID OF THE REBELS. Australian and N.Z. Cable Association. (Received July 11, 5.5 p.m.) • NEiW YORK, July 9. Tho "New York Times" Pekin correspondent states that Cabinet reconstruction has been delayed since the Anfu party is influencing members to stay away from Parliament, thus making a quorum impossible. . The dispatch of forces to fight the rebels on the Pekin-Hankow railroad caused a panic in Pekin. It was feared the rebels would be victorious and come to Pekin .and loot the city. OUTLOOK MORE SERIOUS. (Received July 12, 12.15 a.m.) NEW YORK, July 9. The "New York Times" Pekin corre. spondent reports that the. situation k growing serious as a result of the contests between the militaristic Anfu party and the anti-militarists. It ia understood that the Anfus will aend forces ' to Pekin, and the President may be imprisoned in the palace. It is thought that fighting is now*inevitable. Wealthy Chinese are taking their valuables to the Foreign Legations, and- are taking refuge in the foreign hotels and hospitals, while others are fleeing to Tientsin.
