The report of the Commission on tho administration of the former German territory considers that the cost of government will be annually. Tho report recommends that £200,000 of this should ho raised by local taxation, principally 'on import and export duties, and grants troll the Commonwealth. It also'advocates a subsidy of £30,000 annually—this subsidy later to bo withdrawn—and the nationalisation of German properties, which will ho carried on by tho Commonwealth. A majority report recommends that the government bo organised on die lines of ftbo present Papuan Government, with an Administrator, Executive and a Legislative Council, at a cost of £168,000 yearly, and advises the imposition of' a super-tax on the export of copra. It does not recommend Ithe nationalisation of plantations, skating that, this - would involve a capital outlay of at least £2,500,000, but recommends preferential territory tariff, first, in favour of Australia, mud next of the Empire; also preferential Australian duties in ..favour of Papua, and the mandated territories.
The, report also urges that the liquidated German trading companies and asset-);, consisting of town blocks, be hold h;y tho Government and leased.
