THE VOTE ON ARTICLE TEN. Australian an'l N.Z. Cable Association. WASHINGTON, March It is pointed out that the Senate's action in ratifying the Lodge "substituite reservation" on Article Ten indicates that at least two-thirds of the Senators want the Treaty ratined; and if the same number of Democrats vote to ratify the whol* Treaty as voted to ratify (the reservation" on ■ Article Ten, the defeat of the Treaty -would rest squarely upon President Wilson.
