Answoring Sena'tor Root's suggestion that the United States ought to join tho League of Nations first, and afterwards reiorm it, Senator Johnston, in tho Senato, declared it would be folly for tiio United States to attempt to rectify tho Treaty after signing it. Senator Borah urged that tho only solution of tho deadlock was to submit tho issue to tho people at next elections. " WASHINGTON, February 21. The Senato rejected Senator Hitchcock's motion providing that a joint resolution of Congress was necessary before tho withdrawal of tho United States from the League of Nations. Senator Lodge's compromiso regarding tho withdrawal was negatived by 42 votes to 33. REPUBLICAN'S ENDORSE RATIFICATION. NEW Y T ORK, February 20. The Now Y'ork State Republican Convention has endorsed the ratification of the Peaco Treaty with the Senato reservation retaining tho right of tho United States _to withdraw from the league, and rejqection of Article Ten, the protection of tho Monroe Doctrine, and liberty to refrain from being drawn into the net of international Socialism. HOLLAND~TO JOIN LEAGUE. (Received February 23, 12.20 a.m.) AMSTERDAM, February 20. The Second Chamber, by 59 votes to 5, passed a bill enabling Holland to pjoin the League of Nations PROTEST FROM RUSSIA. Australian and N.Z. Cable Association. The Russian Soviet protests to Norway against tho Peace Treaty giving Norway Spitsbergen, and declares tho Treaty has no effect so far as Russia is concerned.
