Australian and N.Z. Cable Association. NEW YORK, February 4. The English Lawn Tennis Association has informed the United States National Dawn Tennis Association that tho proposed American changes in tho rules should bo delayed until tho American body has decided whether it will join tho International Federation, which will ho entrusted with determination of international rules/ Tho English Association further states that in the event of the United States changing the rules, America would bo seriously handicapped when playing off the Dans Cup tie.

The English Association said it oould not approve of many of tho proposed American changes, including those regarding foot-faults, scoring, and handicapping.
