PROVISIONS OF BRITISH MEASURE. Australian anil N.Z ('.able Association. (Received November 6, 9.35 p.m.) LONDON. November 4. Sir R. S. Horne’s Industrial Bill was introduced in tho House of Commons. It establishes an Industrial Court consisting of members representing tho employers and workers and also independent members chosen by the Minister for Labour. The independent members will elect a chairman. The Minister for Labour may refer any dispute to the court if both parties consent. If the court is unable to agree the matter will be decided by the chairman acting with full powers as umpire. The court will have power to compel evidence and to impose penalties for perjury.
