GERMANY NEEDS HELP
FOOD AND MATERIAL
TO RESTORE A BROKEN NATION.

In a White Paper, Dr Ernest Starling and the Commission of Agriculturists''which was'sent to Germany, report that Germany is broken in body and spirit, and owing to- the semistarvation of the people during the war a long time .will bo required to restore ber efficiency. The report states that if the Allies supply working capital to restart the German machines they will acquire a measure of control obtainable in no other way, and the certainty of a steady contribution to the expenses for tho damage caused by the war. Her urgent needs are food for the .workers, coiicentrsWetL.fejidiiig stuffs, manures for agriculture, raw als—chiefly cotton, wool, flax—leather and iron ore, and certain other ores. Of food, fat in the .form-of-meat and oil seeds is immediately'- necessary. '
