The "Deutsche Allgemcme Zettung" states that the Ministry of Defence has complotod 'a bill for the formation of a Standing Army of 100,000 to 175,000, exclusive of officers and non-commissioned officers. It is intended to form a ffrigado in every province. There is to be no conscription at present.
