A message from Kieff, dated February 13th, states that the Bolsheviks have ordered a general mobilisation with the formation of shock battalions for the Odessa Iront. The Council of Bolshevik Commissioners formed at Kieff has drawn up black lists apparently in preparation for a regular blood bath. Many of the bourgeois and ex-officers have already been shot, and a first levy of fifty million roubles has been imposed upon Kieff. The bourgeoise women in Crimea have signed a monster petition to President Wilson invoking his aid. ' SOVIET GOVERNMENTS FALL OUT. REGARDING HOPELESSNESS OF,. ECONOMIC SITUATION. (Received February 20, 8 p.m.) . STOCKHOLM, February 19. Differences have arisen between the Soviet Government at Moscow, headed ,by Lenin, which is willing to come to terms with the Allies owing to the hopeless economic situation, and the Soviet at Petrograd, headed by .rrotsky and Zinoniept, which energetically protests, stating that the Bolshevist occupation of the Ukraine offers the possibility of procuring gram and fuel.
