A CHANGE EFFECTED. Australian and N.Z. Cable Association. (Received February 20, SO p.m.) WASHINGTON, February 16. A dispatch from Brest states that President Wilson has appointed Mr Hugh Wallace Ambassador in France, to succeed Mr Sharp, who ,has resigned.
