SHIPPING CONFERENCE.

OWNERS AND SEAMEN PAIL TO AGREE. , The representatives of the coastal shipowners and the seamen failed •to agree at the conference yesterday on tne subject iof the interpretation ;of that part , of the existing agreement governing-the distribution of working hours on the smaller coastal vessels. The shipowners’ representatives stated that the points in dispute will be referred by them to the Arbitration Court for interpretation of the agreement. The conference, which was adjourned from the previous day, was resumed at 2.30' p.m. yesterday. The shipowners’ representatives then stated the intention of the shipowners, and the conference closed at 2.45 p.m. ft appears that the seamen claim that the watch and watch system should be adopted at sea, or the observance of day work —that is, eight continuous hours' work with one hour intermission for a meal. They say that under the present interpretation of the agreement by the shipowners the working hours may he spread over the twenty-four hours so that the men can get hut little rest. On the other hand the shipowners claim that the agreement is always interpreted quite reasonably and without hardship of any kind. Prom what can he gathered the seamen do not favour _ Arbitration Court deliberations in this matter.
