WASHINGTON, August 2. • The Senate has passed an amendment of the Constitution providing for national prohibition, which the States must ratify within six years in order to make it permanent. The Senate also passed a resolution authorising negotiations with the Allies for the purpose of conscripting aliens residing In tho United States.
