Foreign Affairs, and tho Interior respectively. He insisted that tho submarine campaign had failed. There is great excitement in the Lobbies of the Reichstag. Many party meetings are hold. All the responsible politicians point out that tho current of political events is of the greatest importance for the future ol the German peoples.

The Socialist, Centro, National, and Liberal leaders have adopted Herr Erzfaorgcr’s peace formula, submitting tho following resolution to tho Reichstag:— “Germany is determined to hold out to the very end. to prevent any spoliation of her territory, or any humiliation ; but does not contemplate annexations or humiliation of her enemies. She desires only peace, securing Germany’s safety and economical development.” The meeting also insisted upon the immediate introduction of 1 the Parliamentary system. BERNE, July 11. A German Minority Socialists’ manifesto announcing their views on the peace demands states that general disarmanlont is the solo means of destroying militarism. It denounces economic warfare, and demands compulsory arbitration. Its conclusions are: Peace without annexations, indemnities, and the re-establishment of Serbia as an iudopoudtnt nation. It declares that it would bo unjust to treat Russian Poland differently from Austro-Gcrmau Poland. It favours a referendum in Alsace-Lorraine, payment of compensation to Belgium, and denounces the policy of colonial conquests. FEDERAL POLITICS INCREASED INCOME TAX PROPOSED.
