The “Observer's” I’ctrograd correspondent states thnt the Council of Soldiers’ and Workers’ delegates is now the dominant factor in Russia. It is supporting the Government, in spite of the internal opposition of Socialist extremists and agelits-provocatcurs. Ine discipline of tiio army has been reestablished, except at Xronstadt, where the extremists ha,ve obtained control. Thousands of soldiers who deserted during' the revolution are returning to the ranks, the Council having announced that. deserters will not participate in the eventual distribution of land. Two thousand deserters assembled at Cornel and marched behind a flag inscribed “Down with Desertion,’’ and asked the array commander to send them to the front. Uvcr £15,000,000 was subscribed in tour days in Potrograd and Moscow alone, , which is more than twice what the old •regime raised in the same period. Tho extremists oppose the loan, but the Workmen’s and Soldiers’ Congress support it.
