RESTRICTIONS ON TRAiNSMISSION OF CABLES. The Telegraph Office has been advised that a censorship has been established in the United States. The present restrictions on cable messages remain in force, with the following additions : Messages to Panama must be In plain English, or in one of the authorised codes, excepting Broomhall’s, which is not accepted in cable messages for Panama. Code addresses, are not permitted in messages to Porto Rico. The use of figures is prohibited in cable messages to Hawaii. Numbers may be expressed in wordsMessages for the Philippine Islands or Hawaii must be in plain English only. Code addresses are not permitted-

Messages requesting information about cable messages to or from Hawaii cannot be accepted.
