BOROUGH COUNCIL MEETING

The Lower Hutt Borough Council met last night- The Mayor fMr H. Bald' wm) and Councillors A. J. Hobbs, Jfaa. d. J<. Jfuray, n.. D. Faifcouage, is. Uendon J. Brassell, H. E, Jlemptnorue, W, G. Meidrnm and M. J, Hodgms were present. , . X communication was received from the Department of Internal; Affairs asking if an inspector of buildings had Uoen appointed as provided by section 30 of tne Municipal Corporatioiw Aov 1913.—1 t was decided that tne borough engineer be appointed to fill the position. An application was. received from Mi G E. N. Anson for vehicle licenses in respect of four motor ’busses and a car. —Xt was decided that the licenses be granted for six months. _ ■ ~ A similar request from Mr J. Braille'

was granted. m A letter was to hand from Mr 1., D. Martin, secretary ot the Municipal Association, on the Question or the water rights of the Weliinelon Meat Export Company. It stated that ae important interests are involved the council should not do any act amounting to a physical interference with the pipe across Wakefield street for the conveyance of water without first raising the question for the determination of the Supreme Court. The letter continued: Riparian rights exist in respect of (subterranean streams flowing m a defined ami known course, but in the case of water percolating through the. earth in an indefinite channel no riparian rights exist. ‘ A landowner may therefore do •my act on his own laud which results in. preventing the access to. neighbouring lands of 'water which formerly came there by mere percolation. If the underground stream flows in a defined and known course the company cannot legally, ae against the owners lower down, abstract more water than . is required for purposes connected with the company’s land under which the stream flows."—The company is to be given one month’s notice to remove the pipe; in the meantime the council is to endeavour to arrive at some equitable arrangement with the company. A letter was received' from Mr A. F. Ferguson asking whether the council intended to devote any portion of the proposed loan of .£3500 to the purchase of motor 'busses now plying in the’ borough.—Councillor Ball moved that a Vetter be sent' stating that the council had no intention of taking over the present service. Councillor Clendon moved as an amendment that in the event of the loan proposals being carried tne money be expended in the best interests of the borough. The amendment was carried. The Western Hutt Electors’ Association wrote asking that the council point out to the Railway Department that several persons had met with accidents through the lamps at the main entrance to the platform not being lighted.—lt was decided that the matter be brought under the notice-of the department. The lighting of the borough by electricity was suggested by Councillor Purdy, who read a letter from the Hastings Borough Council giving the particulars of its electrical plant.—After some discussion it was decided that the matter of having a similar plant installed in the borough bo carefully gone into, and a committee consisting of Councillors Meldrum, Hobbs, Purdy, Ball and Parsonage was appointed foi that purpose.

The engineer reported that the main road, from about half way between Pretoria street and King’s road to Brunswick street, hud been scarified, metalled and rolled for. half its width.
