GERMAN RECOMMENDATION TO AUSTRIA. By Telegraph—Press Association —Copyrlgh* BERLIN, May 13. Rear-Admiral Witschel, in the “Neucste Naohrichten,” recommends that Austria-Hungary should increase her navy in the Mediterranean until it is 20 per cent, above the combined fleets of the two next strongest Powers, and thus compel Britain to increase her strength in the Mediterranean and lighten the pressure on the German fleet in the North Sea, which pressure is serious, owing to the sure development of the Russian Baltic fleet.
