Carranza is likely to create trouble on tho northern border against the— Americans, as it is notorious that he was counting largely on American sympathy in his further plans against Huerta. General Maas arrested' tho American Consul at San Luis Potosi, threatening him with execution. It is probable that the mediation conference will bo held at -Montreal. It is understood that the flag incident will form tho first question lot consideration.

General Funston reported to the State. Department that the Mexican Federals around Vera Cruz are increasingly insistent on the surrender of the waterworks. General Funston asked for orders, in view of the probable necessity of driving off the Mexicans. PROCLAMATION PROM ZAPATA. INTENDS TO ATTACK MEXICO CITY. (Received May 5, 9.50 p.m.) VERA CRUZ, May 5. “ Zapata has issued a proclamation announcing his intention to attack Mexico City as soon ns possible. Ha condemns Huerta and Blanquot to death if captured. Zapata arrested members of the Federal Committee who were sent asking Zapata to join against tbs Americans.
