General provision of an eight hours day and weekly half-holiday. A 1 superannuation scheme for the corporation servants. A classification’ scheme for all corporation officers.All positions in corporation service to be open to applicants called for by public notice. Town Belt and Reserves. A comprehensive plan and scheme for developing the Town Belt to be prepared, with the object of beautifying and providing additional means of healthy recreation. Allotment of areas to responsible district committees for planting and beautifying. Provision of cricket and football grounds, apart from the Basin Reserve. Retention - if the Basin Reserve as a general playing ground. Provision of district playing grounds for children under the care of skilled instructors. , Contracts and Day Labour. Contracts for all -supplies And services on the basis of equal treatment of all possible tenderers. The day labour system wherever .practicable in the carrying out of city works- j Milk and Food Supplies. Establishment of a central depot for the milk supply of the city to provide for storage, inspection, cleansing, cooling, and a general plan of economical' distribution. ... Close supervision and inspection of food supplies, such as meat, fish, and other necessities. Education and Entertainments. Appointment of an Education and Entertainment Committee with associate members outside the council. . Encouragement of music, painting, and other forms of art. Regulation of public entertainments, especially on behalf of the children. Free public lectures, debates, and elocutionary recitals. Fire Prevention and Insurance. Maintenance of the City’s Fire Brigade and all appliances at a high standard. Adequate provision against fires for all outlying portions of the city. - Special attention to means of -escape and provision of full appliances for fire fighting within congested areas. Municipal insurance of public and private properties within the city.
