PAYMENT OF TOLLS. PRESIDENT WILSON OPPOSES EXEMPTION.

President Wilson announced that h« would us© every legitimate influence at his disposal to repeal the provision of the Panama Act exempting America coastwise vessels from the payment of tolls. The President made it clear that ha unalterably opposed exemption, and emphasised the fact that he would endeavour to have the clause repealed during the present session of Congress,
