President Wilson has decided to lift the embargo on the exportation of arms to Mexico, thus allowing the Huertans and the Constitutionalists to secure unlimited quantities. Dr Wilson’s object is to enable one side or the other to gain definite military advantage and end the present deadlock. FIGHTING NEAR TAMPICO. VERA CRUZ, February 3. The British cruiser Suffolk has started for Tampico in consequence. of reports of fighting in that region.
