In the House of Representatives, Representative Goldfoglo proposed the elimination of the literary test in the Immigration Bill. The House adjourned before a vote was taken.

An amendment, excluding Mongolian, Malay, and African immigrants unless they were allowed in by treaties was adopted, thus preventing friction with the Californian members regarding Japanese. It is understood a biil is yet to bo considered, however, which excludes Asiatics, despite treaties.
