“A NUISANCE”
THE HON. J. ALLEN IS ANNOYED. > Too frequent interjections by Mr J. Payne, M.P. for Grey Lynn, caused tho Speaker of the House to administer a rebuke to that member yesterday. During a speech by the Hon. F, M. B. Fisher on the T. H. Johnston petition, Mr Payne made sundry interjections and observations upon the Minister’s remarks. Tho interjections evidently annoyed the Hon. James Allen, who, during Mr Fisher’s speech, looked up sympathetically and encouragingly at his colleague. After a while the Speaker called for order, in a general direction. The interpellations continued, however, till Mr Allen rose to a point of order and declared that tho member for Grey Lynn was becoming a nuisance to the House, having interjected eight times since the Speaker’s directions. He wanted to know whether it was in order for this to go on? Tho Speaker said ho would be very sorry to take extreme steps, but if the member continued to disregard the ruling of the chair, he (the Speaker) would have to name him, and the House would then have to take certain proceedings. The member for Gi'ey Lynn should not continually and noisily interject. Mr Payne rose and said that the Minister was asking questions, to which he had replied. “ The hon. member must resume his seat,” said the Speaker, “ ho is reflecting upon the Chair.” He hoped the member would observe the ordinary decencies of debate. Then Mr Fisher resumed speaking, and almost immediately Mr Payne made another interjection, adding, “ He is looking over at us.” Mr Speaker thereupon advised tho Minister for Marine not to look at tho member for Grey Lynn. On a point of order, Mr Witty said that the Minister was Inviting interjections by addressing that side of the House.
