NEW BY-LAWS

ADOPTED BY HARBOUR BOARDI At a special meeting of the Harbow Board last night the following now bylaw, in substitution for another among those which came into operation on April Ist, 19X2, was formally adopted- “ The owner, agent, or master of every vessel shall pay port charges in respect of such vessel, as follows: “For every vessel, twopence per ton on arrival; but so that the owner, agent, or master of any such vessel shall not bo called upon to pay more than sixpence per ton in any half year. “Vessels arriving in the port for tho sole purpose of (a) receiving bunker coal, ships’ stores, or water for the sole use of the vessel receiving the same, or (b) of receiving or landing mails, and which in either case do not lie at any wharf or use the port for any other purpose shall bo exempt from port charges. “Any vessel arriving in the port for the purpose only of receiving bunker coa' for the sole use of such vessel and mooring to any wharf with tho written permission of the harbour master shall .be exempt from port charges if such vessel does not use the port for any other purposGi but nothing heroin contained * shall exempt such vessel from payment of other charges for which she may bo liable. Such written permission shall be granted by the harbour master only when owing to special circumstances it is exceptionally difficult for such vessel to receive bunker coal when lying at anchor in the inner or outer anchorages and when such mooring will not interfere with or prejudice the convenient working of other shipping. ’ The hoard also adopted on addition to the by-laws to tho effect that ice do livered to fishing vessels for the preservation of fish intended for local consumption should bo free of wharfage.
