Reuter reports that King Nicholas has addressed a final appeal to the Czar on tho reported decision of the Powers to give Scutari to Albania. M. Popovitch, the Montenegrin delegate, has issued a statement that the possession of Scutari is a vital question for Montenegro. “The Powers, led by Russia, may agree to what they like,” says M. Popovitch, ‘‘but we will sco ii their peoples allow the Montenegrins to bo shifted.
