Tho report prepared by Mr ilay, tho English expert engaged to btudy and rcooiumcnd «a solution of tho trallic congestion question in the city, was tabled in tho Assembly this evening. Mr Huy recommends the construction of a bridge across the harbor, with underground railways and tramways. The oost of tho scheme, excluding tho bridge, is estimated at *£4,500,000.
