STATE SCHOLARSHIPS
ME MULGAR’S VIEWS. SPECIAL TO THB "TIMES.’’ AUCKLAND, August 6. On the subject of making State scholarships tenable at private secondary schools, which it has been stated the SolicitorGeneral says may to approved by the Minister of Education and Boards, Mr E. K. Mulgan, Chief Inspector in Auckland, said to-day that the matter was one which would have to be seriously considered by the Education Boards. The boards would have to be satisfied, before a'lowing scholarships to bo held at private schools, that the necessary equipment was there, and that the instruction was as efficient as that given in the State secondary schools. It bad to be remembered, in this connection, that the private schools found it difficult to attract teachers as efficient anc as well qualified to instruct as those who found their way into the State secondary and technical schools. There were three reasons for this; (1) The higher salaries paid in the State schools: (2) the better opportunities for promotion; and (3) the certainty of superannuation upon retirement.
"It is one of those matters which the Education Boards will have to consider most carefully.” concluded the Chief Inspector, "and it remains to be seen whether thev will decide to approve the private schools as being in as favourable a position to give instruction and to hold scholarships as the State secondary schools."
