In the Senate Senator Percy strongly opposed the Panama Canal Bill proposal to grant free tolls on United States shipping. He contended that the HayPauuoefote treaty did not permit the United States to discriminate against foreign shipping, and the country should keep its solemn contracts. Britain had given up, certain rights under the Claytdu-Bulwer treaty; otherwise the United States would never have been able to build the canal. The Senate adopted tho resolution previously passed by the House regarding the preservation of Australia’s interests under tho Panama Canal Bill.
