The Government, is creating an Extraordinary Council of Senators and former Ministers, to advise it on pending affairs. NEW CABINET FORMED. (Received July 23, 0.20 a.m.) CONSTANTINOPLE, July 22. Tewfik Pasha, who has been mentioned as Grand Vizier, stipulated for . a dissolution of the Chamber, but the Sultan was averse to this course. Tewfik therefore remains as Ambassador in London. Ghazi Muktar Pasha has formed a Cabinet, which includes three ex-Grand Visions, Kiamil, Hilmi, and Eerid Pashas, and contains elements favorably disposed towards Adbania.
