ITOTICE is hereby given that it is the M intention of the Wellington City Jonncil to introduce in the present session f Parliament the Wellington and Karorl anitation and Water Supply ihl]. The ibjects that the said Bill u intended to ifect are: 1. To include ■within the Jurisdiction ol he Wellington City Oounc.l for the purosee of drainage and water supply the res tern watershed of the Kaiwarra Stream, vhich is a portion “f the Borough of Ka 2. (1) To provide tlfat the bv-laws of the City relating to waterworks . and water supply, to drainage and ■drains, whether public or private, to the prevention or suppression ol nuisances and the care and ■ preservation of public health shall ,ip ply to this area, and that the-Wel-lington City Council shall have power to make further by-laws foi the same purposes in such area. (2) To provide that such by-laws shall be in addition to the by-laws of the ■ Karorl Council relating to such matters, and that in case of conflict the by-laws of the 'Wellington City Council shall prevail. (3. To provide that the provisions ol the Municipal Corporations Act, 1908, relating to the making, enforcement, proof, and mode of testing by-laws and the effect of penalties thereunder on penalties inflicted by other statutory provisions shall apply to by-laws mo made by the Wellington City Council. 3. To provide that the Wellington CSty Council may raise within the area aforesaid special loans for drainage works' and waterworks, and that the local Bodies Loans Act, 1908. : shall apply to such loans, and further that all rateable land within such area shall he subject to all special rates made and levied in respect of special loans so raised by the Wellington City Council, and that no such land whatever shall he exempt from anoU rating. s 4. To provide that the proceeds of any special rate for drainage works loans may be applied in part towards payment of cost of the administration of the provision* of this Act relating to drainage works by the Wellington City Connell. 5. To provide that the Wellington Oily Oonncil may make and levy separate rat# for maintenance, etc., of drainage works, 6. (1) To provide that the - drainage work* within the said area shall be constructed in connection with the drainage system of the City in Wadestown and Northland. (2) To provide for the payment out of the proceeds of the first special loan for drainage works the som of £ISOO as a contribution to the cost of th* construction of common drains .and common drainage works for such area and the districts of Wadsetovm and Northland. - 7. To provide that the proceeds of «ay special rate for waterworks loans may be applied in part towards payment of th« cost of administration of the provisions ol this Act relating to waterworks. 8. (1) To provide that the Wellington Oity Connell shall make and levy In such area.the same water rates and charges as are levied in the part* of the districts ol Wadestown and Northland that are supplied by any system of water enpply other than the gravitation system of the City. . (2) To provide that the proceeds ol such water rates and chargee shall be applied in payment of (a) the cost of administration of the provisions ol the Act relating to waterworks or water supply; hi the Interest, sinking fund and other charges of all loans raised under the . Act for waterworks or water supply; and that the balance of such moneys shall be deemed to he moneys of tbs Cltv accruing from waterworks. (3) So ‘long as the proceeds - of water rates and- charges so made and levied shall be sufficient to meet such last-mentioned costs of administration, interest, sinking fund and charges, no special rate for waterworks loans shall be collected. 9. To provide that all rates shall bs levied on the system for the time being in force In the City of Wellington. 10. (1) That the costs, charges, and ex- • penses of the Wellington Connell and the Karori Council in connection with the preparation and passing of the Act shall be paid out ol the first drainage loan. (2) That if the voters refuse to authorise either the first loan for drainage works or the first loan for water works, the Act ehall be void and the Karori Council shall pav to the Wellington Council all moneys expended in connection with the preparation and passing of the Act and ajl costs and expenses incurred in connection with taking polls for ‘.oan proposals. 11. That fines imposed under by-laws made under the Act shall he recovered summarily and be paid to Wellington Council. 12. That the area shall not bo affected further than is necessary for the pur- | poses of the Act. and that public Acts i shall be" read subject to the Act. A COPY of the above Bill and a plan of the land affected thereby have boon depo-hed at the Magistrate’s Conrt Cffi e. Lam v ton ci.iv: We’Ungton. and also at the Town Clerk’s Office.
