The “British Medical Journal,” in criticising anomalies in the report furnished by Sir William Plender, president of the Institute of Chartered Accountants, on the Insurance Act, reminds the Government that it pays 'an annual capitation of 8s 6d for. such carefully-selected lives as postal and other civil servants.
