UPPER HOUSE AMENDS ADDRESS-IN-REPLY. PERTH, July 19. The Legislative Council by 16 votes to 6, carried an amendment to the Address-in-Reply, condemning the Government for expending money unconstitutionally without Parliamentary authority, and ignoring the Council’s right by assuming that the only ratification required was the Assembly vote. The Council then, by 10 votes to 7, passed the amended Address.
