A COMPROMISE ARRIVED AT. By Telegraph—Press Association —Oopy**ighV TOKIO, December 6. A compromise has been arrived at between the militarists and'the economists, by which the Cabinet consented to an expenditure of ninety-two, and a half million yen (about £9,500,000), spread unevenly over six years, for the construction of a battleship and three super-Dreadnought cruisers. It is hoped by economies to cover the expenditure for 1912. The Japanese Budget showed that the revenue for the year was 554,000,000 yen (about £55,000,000) and the expenditure 571,000,000 yen (about £57,500,000). The excess was covered by the last surplus. It' was announced that there was to bo no increase of taxation or of borrowing.
