He was afraid that even the ten days allotted was not a long period in which to deal with four big measures. During the Scottish Land Bill debate, Lord Balfour of Burleigh’s amendment to give tho President ,of tho Board of Agriculture and Fisheries, instead of the Secretary for Scotland, control of the foot and mouth disease regulations, with a view to securing uniformity, was carried- against the Government by 51 votes to IS.
