Tho Governor-General (H.R.H. the Duke of Connaught) opened the Canadian Parliament in state. There was a brilliant scene. Tho speech from the Throne foreshadowed Government control of the grain elevators on tho Great Lakes, model highways throughout the provinces, scientific methods of teaching agriculture, tho formation of a tariff commission to govern alternations in the tariff on a scientific basis. PRINCE EDWARD ISLAND ELECTIONS. OTTAWA, November 16. The Liberal Government was defeated at Prince' Edward Island in two byclections. The Premier (Mr Palmer) lost his seat.
