REFORM MEASURES PEOPLE’S VOICE WANTED ON HOME RULE. Dy Teligraph—Press Association—Copyright LONDON, May 19. Mr A. J. Balfour, Unionist leader, speaking at Newcastle, suggested that, as the Government was indisposed to accept Lord Lansdowne’s Bill for reform of tho House of Lords, it should produce its own reform at its own time. Meantime, said Mr Balfour, the Government should give a guarantee that Home Rule would not be passed without consulting the people by referendum. “AN UGLY SMUDGE.” THE FATE ,OF THE PARLIAMENT BILL. Lord Curzon, speaking at the conference of Conservative Clubs, declared that if the Parliament Bill were passed it would. eventually be wiped off tho Statute Book as an ugly smudge.
