THE BUILDING BY-LAW
Further information confirms the view we expressed yesterday morning of the new' by-law' recommended to the City Council by the By-law's Committee. It is objectionable in every way, and its adoption would represent a very retrograde step in, local government. Last night discussion of the by-law; was adjourned until next meeting of the Council, but the vicious character of its proposals .are now so well understood that there, is no chance of the suggested regulation being assented to. We trust, however, that members of the Council will not allow this illstarred proposal to be smuggled away out of sight. Let them kick it out by all means, but also let the operation he performed at open meeting. There are very real reasons why explanations should be forthcoming to account for the appearance of this slum-making ordnance. The most important of these is that someone nearly managed to get the. Council on the hop, and tho processes employed ought to be revealed to the public gaze. When a by-law reducing by half the building air-space can get through a committee of the Council there is good reason for feelings of apprehension. la the Council satisfied that all its committees are wide-awake and that the safeguards against surprise are entirely adequate?
