The First Lord of the Admiralty, Mr Reginald MeKenna, speaking at Llanthewy, said Mr Balfour's naval jeremiads synchronised with tho clamour for a lead with regard to tariff reform. Britain bad more than a two-Power standard in first-class battleships. Mr Balfour, at Glasgow, on Tuesday,. said the relativo inferiority of the fleet compared with five year 3 back must bo cured immediately, if not out of the finances of the year, then by loans. Britain must convince tho Powers of her fixed resolvo to devote her last shilling and last man to the fulfilment'of her Imperial obligations.
