S._ Baxendalc, London, manager of the Pacific Cable Board, interviewed regarding half rates messages being delayed -18 hours, said it was only necessary to obtain permission of the interested Powers, including Germany, which has large interests in Indo-European line*. Permission would doubtless be given, especially as cable companies do not object. It was possible the/new rate would come into operation in January.
