(Received February 9, 10.45 p.m.) LONDON, February 9. : ■Mr Griffiths, the now Unionist member of tho House of Commons for Wednesbury, in a letter to the “Daily Mail,” proposes a scheme for the reform of the House of Lords.

Ho suggests'that the membership of the Upper House should he curtailed and limited to 200, and that the overseas Dominions should he asked to nominate forty members, such to be men who have" done Imperial work. These forty ho allots as follows: Canada, 'ten members; Australia, eight members; and the . other Dominions proportionately. “An Imperial Navy,” ho adds, “is now an urgent necessity. The Dominions perceive the need, and so begin to build fleet-units for themselves. Unless they are given a chance of expressing their feelings’ in the management of the Navy,’ Britain cannot expect any fixed method or percentage of contribution to it. We have had enough of slamming the door in the face of our colonies.” “DEAL WITH LORDS FIRST" WHAT THE GOVERNMENT MOST DO. In the course of an interview on his return from the South of. Franco, Mr D. Lloyd George, Chancellor of the Exchequer, said that the Government must deal with the question of the House of Lords first. He was unwilling to discuss the Budget, pending a Cabinet meeting.
