(Reoeived December 8, 10 p.m.) LONDON, December 8. : The Persian Parliament has ap-. proved the proposals of the Government to borrow £500,000 to settle claims arising out of the recent revolution, and for the employment of Europeans to organise the country's finances. Russia and Britain suggest that Frenchmen should be* appointed, but the Persians prefer that the financiers should be natives, or come from one of the smaller European Powers. Russia is insisting that Russian officers should organise the new gendarmerie.
