The Canadian naval scheme contemplates tho fortification of Sydney, Capo Breton, owing to supplies of coal for. the East Coast passing that place. Experts have made surveys, with the view of constructing defence works. Thfe Canadian Government has refused to subsidise the . docks which Messrs Harland and Wolff and various British shipping interests propose to construct at Levis, on the St. Lawrence river, opposite Quebec, ond St. John, New Brunswick, to the extent suggested by a recent deputation (£25,000). Tho Government believes , that smaller Federal assistance will bo sufficient to insure completion of the enterprise..
