Whatever the primary cause may be, the decline of population is only too patent, : : The writer sounds a warning against increasing importation of Indian and Chinese coolies, and urges the. necessity of the Government taking action to establish industrial colleges and settlements, and to train natives to put their lands to profitable use, and give them aims and interests in life. ■,
