It is stated that the offer of reduced rates on the Pacific cable arose out of Sir Joseph Ward's proposal to reduce terminal charges on press messages to id per word, conditionally on the Pacific reducing ite share to 2d. The Pacific makes a 1 counter offer of 2Jd, subject to the New Zealand Government reducing the terminal charge to id, making a rato of 9d per word, which will operate after twenty-one ■ days' notice to the Berne Conference. It is expected the new rates will be initiated on August Ist.
