It is stated by the “New York Herald ” that a Bill has been introduced in tho Cuban House' of Representatives which proposes to prohibit foreigners from owning property in the island. One of its clauses provides that transactions at present in progress are to he suspended forthwith. The Bill, if passed, null have widereacting effects, as Americans have £30,000,000 invested in the island, while much British capital is sunk in its railways.
