AN EFFECTIVE THREAT
FRICTION BETWEEN SWISS AND GERMAN. DESIRE FOR PEACE. By Telegraph—Press Association—Copyright (Received December 28, 11,13 p.m.) LONDON, December 23. The Berlin correspondent of " The Times ” reports that a threat by Switzerland to resent the dumping of fine flour has caused German millers to desire to arrive at an understanding relative to the conflict which has arisen. A cable message published yesterday stated that there was acute tension between Germany and Switzerland owing to German millers dumping the finest flour in Switzerland at prices which Switzerland considered only possible by means of disguised export subsidies. Switzerland wished to have the dispute referred to arbitration, but Germany would only consent to such a restricted reference that arbitration was considered useless.
