Further details of the “ nrrangeinont ” regarding Congo mutters under the treaty of annexation agreed to by tiro Chamber of Deputies show that it includes payment of £2,000.000 to King Leopold. “Tho Times” urges that the signatory Powers should insist, before confirming tho annexation, on the abolition of veiled forms of slavery, such as forced labour. It will bo difficult for tho Belgian Government to carry out its promises in this respect, “ The Times ” points out, because tho natives’ lands have been seized; therefore, they are compelled to pay taxes through tho medium of forced labour. Tho Powers should also insist upon tho full freedom of trade promised to all nations. Tho Congo Reform Association of the United States is urging Air Hoot, United States Secretary of State, to insist upon the introduction of freo trade and tho abolition of forced labour.
