The Small Holdings (Scotland) Bill, name up in the House of Commons for l its second reading yesterday. The Bill is based on the lines of thr English Act of last session. Captain Sinclair, tho Secretary for Scotland, opposed the measure. The motion for the second reading was negatived by 184 votes to 44.
