' ‘ BUELOW’S WARNING REPLY TO INFLUENTIAL PROTESTS. “ A STATE WITHIN A STATE.” By Telegraph—Press Association—Copyright BERLIN, January 31. Prince Radziwill, Cardinal Kopp, and other Polish magnates in the Upper House of the Diet have warned Prince Buelow, the Imperial Chancellor, of the danger under the Posen Expropriation Bill of infringing the rights of property, and exciting mistrust and disaffection. Prince von Buelow replied that the existence of a Prussian State was a menace; it was impossible to allow the growth of a State within a State, ihe grave emergency demanded exceptional legislation. The Bill was referred to a committee. The Prussian Government recently asked tho Diet to vote 400,000,000 marks (£20,000,000) for the expropriation of lands from Polish owners in iVest Prus- : fiia and Posen. Considerable opposition was shown, and Prince Buelow accepted I a suggestion to modify tho vote to 275,000,000 marks (£13,750,000).
