THE SITE IN THE' STRAND. By Telegraph—Press Association—Copyright LONDON, November 6. Lord Elcho stated at a meeting of the London County Council that the most' recent offer made by the Commonwealth for a Strand site for the proposed High Commissioner’s office was £3OOO per annum below the official appraisement. It is hoped that negotiations will be reopened, as he had every reason -to believe that the Commonwealth had not made a final offer.
